Adding PDF item from Portal to a Web Experience

I created a web app using experience builder and want to add a PDF user guide. I uploaded the PDF as an new item and was trying to use the button widget to link to the guide. The problem is the URL. It does not show a URL in the item's page like my apps and maps do. If I open it and copy that URL, that includes a token which is only good for that session. If I try it again, I get an error. If I delete the token id, it doesn't work at all. Any ideas on how I can get this to work?

URL will appear when you share publicly.

Thank you, that worked. In this case, there was no sensitive information, so making it public was not an issue. In the case where there is information that should not be made public, is there a way to share a PDF in this manner so it is only available to members of the organization or a group it is shared with?
