Have you tried this: With a map view active, right-click the name of a layer in the Contents pane and click Properties. On the Layer Properties dialog box, click the Display tab. Uncheck Scale symbols when a reference scale is set.
Agreed, this behavior is so funny to me. I always end up using an image widget with a screenshot of a legend built in pro. The ExpB legend widget is not sufficient. I would also like to see this implemented!
