Configure Options Available in Pop-up Inline Actions Container

I would like to be able to configure additional actions to be available on the inline container of the popup (see attached screenshot) that currently only has the 'Zoom To' button. I would like to have a settings menu where I could toggle on or off some standard offerings for Actions (Zoom To, Pan To, Flash, Filter, etc.).

I would also hope that making this inline container for the pop-up configurable would enable us to also add buttons to this inline container so that we could trigger actions/workflows for custom widgets developed with our partners in Esri Professional Services.
