Allow renaming of data actions

Idea: Allow app developers to rename data actions

Reason: It would be great to be able to rename data actions using terms that are more meaningful to a specific audience and application. For example, I have an app in which I have enabled the Set Location data action on the map and configured it to set the location for the Near Me widget. I think it would be much clearer to my users if I could rename it to say "Analyze Feature" or something like that. Most of them don't know what "Set Location" means until I explain it to them. Since this wording would likely be different for other widgets, audiences, and applications, I think the ideal scenario would be if we had the option of renaming the action just like we can rename widgets.
