Unable to start PublishingTools in 10.9.1

I am unable to start PublishingTools in ArcGIS Enterprise 10.9.1, getting the below error.

Can you check whether you are able to start the Publishing Service from the ArcGIS Server Administrator Directory rather than through the Server Manager itself. 

Navigate to your ArcGIS Server Administrator Directory and go to Services > System. From here, you should be able to see the list of services including 'PublishingTools' and 'PublishingToolsEx'. Are you able to go to both of these services, and at the bottom of the page next to 'Resources' there is the option of 'status' which will allow you to query the status of the service. What is the status of both of these services?

If they are both stopped, are you able to go back to the service tool page and try to start both services from the 'Supported Operations' options?

Try running the Configure ArcGIS Server Account tool (available from Start button, ArcGIS folder). This will set the correct permissions on the Folders that ArcGIS Server needs to access.
