Unable to publish Feature Service with Registered Managed Database

Hi,

I have ArcGIS Enterprise 10.9.1 with Federated (but not Hosted) Server. As per https://enterprise.arcgis.com/en/server/10.9.1/manage-data/windows/registering-your-data-with-arcgis...  I can register an  Enterprise Geodatabase as a Managed Database for this federated and not-hosted server. I did this but I cannot publish a Feature Service with Copy Data option using ArcGIS Pro 2.8.8. The publish button is simply greyed out. Am I missing anything? How do I publish a Feature Service to ArcGIS Server that uses this Managed Database?

A feature service with copy is a hosted feature service.  If you haven't configured the hosted role then you need to do that, if you must use copy.  If you want the feature service to 'reference' your Enterprise Geodatabase then you need to publish to a Map Image Layer, by reference,

If I am doing "reference your Enterprise Geodatabase" with a Map Service, what is the difference between "Register Database" and "Register Managed Database". I have a requirement to publish maps with shapefiles to a Federated ArcGIS Server.

I think we need to break this down a little bit.  

Shapefiles are file-based data.  They are not ideal for publishing in an ArcGIS Server, you would be better to use a file geodatbase, enterprise geodatabase or ArcGIS Data Store (hosting server).  Any file-based data (shape/file geodatabase) is only ever read-only.  The primary idea of a federated feature service is to have the data editable, which requires an Enterprise geodatabase.  

A managed database is a database that the ArcGIS Enterprise (platform) can use as a platform database.  It's something we used back in about 10.3.1 or 10.4.1 days, but has been surpassed by the ArcGIS Data Store, which is 'THE" managed database from 10.5.1 onwards.  that possibly appears as an option to you because it sounds like you haven't got a hosting server setup?
