Unable to connect to ArcGIS Server in Catalog

Unable to make a connection to ArcGIS Server in ArcCatalog. Received the following error message:

"We were unable to connect to: https://_____.____.com:6443/arcgis. Error: Slow down request rate. (status code 503)."

Hi Megan,

Are you able to connect to https://_____.____.com:6443/arcgis/manager successfully in a web browser?

Jake,

Thank you for your response. No I am not able to access the Server Manager. I receive the following message: 

"This machine does not currently participate in ArcGIS Server site. You can either create a new site or join an existing site"

ArcGIS for Server was already installed and configured on this machine but doesn't seem to be working today.

Try restarting the ArcGIS Server service and then see if you are able to connect to ArcGIS Server Manager.

Could you walk me through how to do that? I appreciate the help.

Sure, here are the steps:

1.  Log into the server that is running ArcGIS Server

2.  Click the start button and type 'run' and open the 'Run' app

3.  In this dialog type 'services.msc' to open the Services

4.  You can the right-click on 'ArcGIS Server' and choose 'Restart'

Still no luck after restarting the service. Still getting the same message that the machine does not participate in the ArcGIS Server site

Did you create a new ArcGIS Server site or joined an existing one, after installing ArcGIS Server?

Create a new site—Installation Guides (10.5) | ArcGIS Enterprise 

Also ensure you have typed the ServerHostName correctly.

http://<GISServerMachineName>:6080/arcgis/manager

or

https://<GISServerMachineName>:6443/arcgis/manager

I'm not sure if a new site was created or joined to an existing one during set up but that was months ago and it has been working ever since, until today.

You should contact Esri Tech Support. They can have a look at the whole scenario, and resolve the issue.
