The installed ArcGIS server 10.4.1 on top of 10.3.1 fails to start,

 

I couldn’t figure out why the Installed ArcGIS server 10.4.1 on top 10.3.1 fails to start (attached).

 

What might be the issue here?

Can you please restart ArcGIS server process from services.msc .
Then try to login again on Server manager

From your screen looks like ArcGIS server is up and running but slow responce.

I have restarted the ArcGIS Server service but the issue persist to exists.

 

What other things I might still need to apply?

Hi Jamal,

Are you able to make ArcGIS server connection in ArcMap Catalogue ?

if yes then its web browser issue.

Else some thing wronge with server manager.

please use this also

http://localhost:6080/arcgis/admin/login 

to check server services...
Please give feedback.... of your findings.

I’m still able to access the admin and connecting from Catalog. However, I’m not able to publish.

 

Do you recommend to uninstall\re-install?

hi Jamal,

have you installed the patches for 10.4.x, in particular Esri Support 10.4 (10.4.1)  which is the publishing patch, but seems to resolve quite a few issues.

Esri® announces the ArcGIS for Server Publishing Patch. This patch addresses failures while publishing and fixes a performance slow down when publishing GIS services. This patch deals specifically with the issues listed below under Issues Addressed with this patch.

you should be able to find all the patches off that link, or there is a "check for updates" utility that is installed with 10.4 that should also work.  I'm not at my server machine right now, but check under Start - All programmers - ArcGIS-server    The tool should be easy to find.

edit: added patch description....   iPad tends to eat my response if I don't  do this in two steps.

I have already uninstalled the 10.4.1 and reinstall it. I’m again in trouble as I got the error below “failed to create the site”.

 

What might be the issue here?

Doing a web search on "ArcGIS server failed to create site" returns  quite a few Q&A , but most give a more specific or longer error message. But many refer to firewall or antivirus blocking things. I  assuming since this was an existing machine that those things have been ruled out?

when you uninstalled and reinstalled, did you rename the c:\arcgisserver folder so it could be recreated?  

here are a few of the links that may help, even if not the exact same error message, the solution might help...
