The ArcGIS server (10.5) fails to respect the comma separator

We couldn’t figure out why the ArcGIS server fails to respect the comma separators.

For example, in the attached screenshots, the "Area" field for a certain object in a certain layer =532,199,590.674237, and Arcmap succeeded to display it.

However,When this layer is published, the service still keeps the number without comma separator!

What could be the issue here?
