Check ArcGIS Server Manager → Statistics → Instances in Use

Move heavy services to Dedicated instances

Split editing & analysis & mapping services across separate sites

Add more server machines to the site for scalability

Optimize MXD/Pro Map (symbology, scales, indexes)
