We have ArcGIS Server 9.3.1 and using external pache tomcat for rest services.
All our services are in internal network not public. one of the users who want to use arcgis service have very high secure application, and he don't want any one (even the administrator) to know what the requests he sends to ArcGIS, or to know what search he did or what tiles he requested ,
