Currently on a 10.9.1 deployment, with a pressing need to get to 11.x for UN and other things.
This blog post mentions "ArcGIS Enterprise 11.1 which is currently planned for release in Q1 2023".
That would imply that we're expecting a release before the end of March. Do we know if that's the case?

Heard several mentions during #DevSummit sessions yesterday and today about "late March or early April to sync up with the new ArcGIS Pro 3.1 release"

The latest (unconfirmed) information for the release date is for tomorrow April 20.
