I created a new sde geodatabase in MSSQL Server 2012. After setting permissions in MSSQL I was able to create the database connection in ArcMAP 10.7 as a "publisher connection" by default. If I however try to connect with ArcGIS Pro 2.5. the connection is automatically set as a "user connection" rather than a publisher and this can´t be changed.
I have checked all connection permissions in SQL and have even been able to publish the feature service using ArcGIS Desktop 10.7 and create an editable feature service with AGOL. But with ArcGIS Pro I cant even create a publisher connection.
Is there something I have missed? Why isn't ArcGIS Pro able to connect as publisher?
