Failed installation of ArcServer 10.2 over 10.1 SP1. Error 1316.

Setup Prior to Update: Windows Server 2008 R2. ArcServer 10.1 SP1. Active Domain Roles / Users. MSIexec (Windows Installer) V 5.0.7601.17514

Trying to update ArcGIS for Server 10.2 over ArcGIS for Server 10.1 SP1 failed with the error message 1315. A network error occurred. We can repair 10.1 but the services are corrupt and immediately show "Status: Stopping..." when viewed in ArcGIS Server Manager. When we try to uninstall ArcGIS for Server 10.1 SP1 using Add Remove Programs or the setup.exe command it proceeds but hangs with the error message and rolls back without uninstalling.

We are currently looking into repairing the registry and potentially manually removing the software. We have not used the ArcGIS uninstaller as we are concerned that I will affect SDE that also resides on the same server under SQL Server 2008.

Has anyone observed this behavior and does anyone have any suggestion? Fortunately, this upgrade was done on our test server so the issue is limited, but we are concerned about bricking our production server during the upgrade.

Update 1 (11/27/2013 0950):
Following up on Error 1316. We ran the Microsoft Tool - FixIT
       http://support.microsoft.com/mats/Program_Install_and_Uninstall
which is the successor tool to Windows Installer CleanUp Utility. Selecting ArcGIS for Server SP1 for uninstall in the tool proceeded smoothly and indicated a number of registry issues. Allowing the tool to continue removed ArcGIS for Server SP1 from the system leaving the configuration folders untouched. At this point we wished to return to our ArcGIS 10.1 SP1 configuration on our server, so we reinstalled ArcServer 10.1 SP1. Installation proceeded smoothly, but upon review of the services in ArcGIS Server Manager, the services were still not properly starting and showed the ominous "Status - Stopping" message. Attempting to restart Publishing Tools gave the following message

"service failed to startSystem.PublishingTools.GPServer:
INPSEKIGISTEST
Service startup timeout."

Given that the installation may need a reboot, the server was rebooted and the services again failed to start with identical behavior.
When a user service is stopped and restarted a message indicating another administrative function is ongoing and the service cannot be started or the timeout message is shown.

FYI -

As it turns out, during the installation of ArcGIS for Server 10.2 over ArcServer 10.1 SP1, if the installation fails and rolls back it appears that some configuration changes are modified in the ArcServer folder preventing a complete repair of the services to run in the pre-existing 10.1 SP1 installation. In addition some other corruption of the registery occurs and prevents upgrading or removal of the software. We have now successfully upgraded to ArcServer 10.2 from ArcServer 10.1 SP1 from a botched install doing the following:

if you have tried all normal methods to unstall a botched install of 10.1 SP1 and repair will not create a setpoint that allows you to install 10.2. then you may try this.

(1) uninstall ArcGIS for Server 10.1 SP1 using the microsoft FixIT tool using the uninstall option. Allow it to repair problems.

(2) this may not be necessary, but we reinstalled ArcServer 10.1 SP1 even though the services didn't work.
(3) this may not be necessary, but we rebooted.
(4) install ArcGIS for Server 10.2
