ArcGIS Server 10.4: What is the meaning of “Using low isolation can use slightly less memory on your server”?

I came across reading the statement below on the help of 10.4:

“Using low isolation can use slightly less memory on your server”

https://enterprise.arcgis.com/en/server/10.4/publish-services/linux/tuning-and-configuring-services....

As I got, in high isolation, min\max number of ArcSoc.exe are configured. The max number of ArcSoc.exe means that these processes are not active (and thus doesn’t consume RAM) and just gets active when there is a need. Therefore, this method will be saving RAM consumption!

In Low isolation, all the ArcSoc gets active by default and thus in this scenario consumes more RAM but better performance as all allocated ArcSoc are kept active which means better response to any request.

Then, how it is said that “using low isolation can use slightly less memory on your server”?

Am I correct?
