Not sure if the ArcGIS for Server on Amazon Web Services means that the ArcGIS for Server is already deployed and ready for use and thus this cloud type is considered as SaaS

ArcGIS Enterprise on Amazon Web Services (AWS) provides you with Amazon Machine Images (AMIs) to help you to deploy the components of ArcGIS Enterprise (ArcGIS Server, Portal for ArcGIS, ArcGIS Data Store) on AWS. 

ArcGIS Enterprise on AWS isn't IaaS, PaaS, or SaaS; it is a set of AMIs and tools to help deploy the software in a cloud.  Whether the software itself running in the cloud is IaaS, PaaS, or SaaS depends on who is deploying the software, how it is managed, and who is asking the question.
