0x80040154 - Could not create object 'ConfigurationFactory'

When I created a new ArcGIS Server Manager, I got [x80040154 - Could not create object 'ConfigurationFactory'] error. Does anyone know why I got it? and How I can fix this error?

I also found that I do not have 'logs' folder in my root folder ‘arcgisserver’. Is it a reason why I got this error? if yes, how can I fix it?

I got a similar problem with the same error code. Some searching suggest that might be a call to 32bit architecture in a 64bit environment?
