why can I publish feature service name length longer than 31 characters in Portal for ArcGIS 10.8.1

I just notice that when I publish csv file as hosted layer which has field name longer than 31 characters in Portal for ArcGIS version 10.8.1, it was successfully. Is there any enhancement about this in this version? because I can't publish the same file in version 10.7.1

by the way, I can't add a new field that has field name longer than 31 characters after the feature service was published.

Not sure, but nothing likes 32 or more characters

This gives me an idea that it might not be an enhancement but it could be a BUG in the version of 10.8
