Publishing Web Map from Pro creates multiple map image layers
I'm trying to publish a web map with data layers that are presented in a particular order, but I have a mix of 2 hosted feature layers in with the rest of my locally hosted data. I've set them up the way I want them in Pro, but when I try to publish the map from Pro to our Portal, it creates 4 separate layers within the web map. The two feature services jump to the top and all the other data is split into two map image layers.
Being unable to reorder the data within the map image layers or move them above the feature services means that most of my data is being covered up and will be illegible. Is there any way to work around this or will feature services always override anything you do and jump to the top of the table of contents? Also, why were two separate map image layers created?
