We have published a Web App through our ArcGIS Portal for our utility and whenever someone uses the print tool in the web app, it brings them to the ArcGIS Portal sign-in page, however most of the people who use this web app do not have a log in for our Portal.  This web app is shared with everyone and all the other functionality works for them.  We would like them to be able to print without needing to sign in and not make them just use the snipping tool to get the map they are looking at.  Is this a setting within our own server and on our side?  Or is this something on the ESRI side of things?

Is you Portal federated with ArcGIS Server? Which URL do you use for your print service? If you go to Organization -> Edit settings -> Utility services, you can check your print service url. If your server is federated with portal you will probably have https://<name.yourdomain.com>/<server web adaptor>/rest/services/Utilities/PrintingTools/GPServer/Ex... and a corresponding PrintingTools Item in your content. Make sure that the item is shared to everyone, so that it does not require a named user to access it.

Thank you Antigoni Koffa‌.  I will look into this and let you know if that helped us resolve this.

It seems that as ESRI and our IT department were setting up our local server there was some permissions that needed to be updated so they were shared with everyone in our organization.  This was on a level deeper than the permissions of the web app or web map themselves, which were set correctly.  ESRI had to assist in changing the permissions in the server to fix this issue.
