Formatting Gauge to show % Complete

How to I get a gauge to show a percent complete based off the count of features in the current layer, and referencing a manually entered number?

The project started with 1,421 records, but we didn't start using Portal to track this project until we were down to 689 records. How do I get the percent gauge to read 48%?

The only way I could get the gauge to read correctly was to enable value conversion and enter -641 in the offset. Is this the correct way to do it?
