Drawing a graticle behind features

Is there a way an way to get a graticle to draw behind features?

I have a feature layer that is 20% transparent.  I created the this layer to add a transparency to a graphic.  I would like the graticle to draw behind this layer if possible.

I understand that there is the Make Grid and Graticles layer tool, but I only have a basic level license and therefore cannot use it.

While it won't have labels, you should be able to use the Create Fishnet tool to create a line or polygon feature class.
