customize visible scales basemap disappears

I am trying to set different visible scales using the customize visible scales option. Once I have added the scales I want, the basemap disappears. Any ideas on a work around?

Do you mean this is happening when you go down to a custom scale smaller than the default?

I've always assumed that it's because the basemap has no data at that scale.

You'd have to create your own basemap with the appropriate smaller scaling.

Thank you for your response.

It is happens when you add a scale in the customization option regardless of whether you have replaced the existing ones or added to them. The basemap will disappear at the newly added scale. I think I will have to do your suggestion of creating a new basemap.
