Coordinate System Scale Factor Question

I am working with a set of aerial photographs that have been georeferenced to the WGS 1984 Zone 17N. I would like to clip the raster photos with a shapefile in the same coordinate system but the aerial photographs scaling factor is off and the cell size changed considerably. I did not notice before that the extent of the georeferenced in on a scale 9 meters (top and bottom) and -80 meters (Left and Right).

Is there a way to modify the scaling factor or resample the rasters to line up all of the data? I'm not exactly sure what went wrong in the geoprocessing but any advice would be appreciated.

Dear Casey Calamaio ,

You can make Georeferencing by Add control Points tool ( Shapfile well be Reference Georeferencing)  , so will be get right coordinate and  the same scale shapfile .
and after that you can doing clip ....
