Symbols won't turn off

I have a layer representing bus stops symbolized by a PNG graphic I created. Somehow I can no longer turn this layer on and off--the symbols appear no matter what. At some point I converted a different layer to graphics, so I'm wondering if that has anything to do with it. Also I don't know how to change or delete those graphics. I can't select any of the bus stops, although they look and act like any other feature.

If you can go to View - Data Frame Properties - Annotation Groups and uncheck what is there (likely Default) and have your symbols disappear, then you know that you converted them to graphics.  At that point you can leave the layer unchecked on this tab, or go in and use the select arrow to draw a box around all the symbols and get rid of them.  Or you could try the latter first on individual symbols and if you can delete them that way then either use a select box or turn off the annotation.
