Without the Image Server license, you can publish raster datasets, not mosaic datasets: https://enterprise.arcgis.com/en/server/latest/publish-services/windows/publishing-image-services-fr...

More detailed information on what can be done based on license: https://enterprise.arcgis.com/en/server/latest/publish-services/windows/key-concepts-for-image-servi...

Adding to what George_Thompson said you can also create a reaster tile cache to improve performance of the image dataset.

If you only need to serve imagery for example as a base layer, and you can generate a tiledraster package then you can serve it with Mapproxy. You have to look for format called "compact" which is here https://mapproxy.org/docs/nightly/caches.html#compact

By original design Mapproxy is a proxy but you can tell it that your tile package is a cache and it will happily serve the tiles. I've been using this for more than 4 years now. We also use it the "normal" way, it proxies outside services to make them more reliable and consistent.

I have taken rasters in other formats such as geotiff and georeferenced pdf and then built tile packages out of them in Pro and then published them in mapproxy.

Here is a sample

The sample compact cache served by Mapproxy worked for me.

You can also see the layers in our public web map, in the layers list near the bottom turn on the City aerials. The county aerials and lidar hillshades are also served through Mapproxy but those are proxies.
