Portal for ArcGIS (The layer, Layer Name, cannot be added to the map) …. error

I am trying to publish a layer to portal for ArcGIS 10.5 by using ArcGIS pro 2.0.0.  portal for ArcGIS 10.5 and ArcGIS server 10.5 are federated, then I found the error (The layer, Layer Name, cannot be added to the map.) Please see the screenshot below.

What might the issue be her?

1. Is the service a hosted feature service, or is it an ArcGIS Server service?
2. Does the service appear under 'My Content'?
3. Is the service's URL HTTP or HTTPS?

You are most likely receiving a certificate error when you try to add the service to the web map.  Try copying the service URL, open a new browser tab, and try pasting it in this tab.  Is a certificate error returned?

I agree with Jake. This is a mixed content issue. You have the map viewer open in HTTP, but you're trying to add the layer over HTTPS. Personally, I'd just set your portal to require HTTPS only.

Actually, I did not get your point, how I can set the portal require HTTPS only.

Please note that I enabled (Allow access to the portal through HTTPS only) in security tab and the issue still exist. Screenshot below

I pasted the URL on a new browser tab and i found the error below
