Portal for ArcGIS 10.9.1: Why there is no drop-down menu for the “user type” the same way it’s available for the “role”?
I couldn’t figure out why there is no drop-down menu for the “user type” the same way it’s available for the “role”.
User Types and Roles are not the same thing. If you continue scrolling on the documentation page posted it goes into more detail.

User Types are kind of the licence. IT indicated what privileges could be granted to the user account.
Roles define what privileges are actually granted to the user account.
e.g. you could have a Creator user but define a role that reduces their privileges to somewhere between a GIS Publisher and Administrator.
You cannot allocate a User Type of Viewer with privileges that the type does not allow e.g. editing or administration.

My point here is that the “user type” field could have a drop-down menu for the possible values (creator, viewer, etc.) while the role (dependent field) could have the corresponding possible values based on the value of the “user type” field
This is much more decent than the current design
The "User Type" is a dropdown, but it's based on what user types are licensed in Portal for ArcGIS. If there are only Creators licensed, the dropdown won't show anything else.
The Role dropdown does correspond to the user type selected. In this case a Creator user can have any of the available roles, which is why you are seeing them all present.
