Only two user types in Portal

I have a new installation of Portal 10.8.1 that is part of an Enterprise base deployment.  As I am adding new users to the Portal I noticed that I only have two user types.  Creator or Viewer.  Is there something that I need to do to gain access to the other user types(Field Worker, GIS Professional, etc)?

Issue has been resolved.  When licensed as a small gov ELA there are only two user types.

Very inconvenient. This isnt proper especially for someone running Enterprise Advanced. Someone should explain to me the motivation behind this. I do hope there is a way of activating all user types.

Is this still true in Enterprise 10.9.1?

I only see two options for user types.

Does this change in Enterprise 11.x?
