Issues publishing a map service from ArcMap 10.3

I am trying to publish a shapefile as a map service using ArcMap 10.3 to ArcPortal. I keep getting this error- "Error 001369: Failed to create map service. Packaging succeeded but publishing failed".  I have re-tried it several times but I still cannot get it to publish. I have researched the error 001369 and it tells me about a Samba issue or a 

Windows file‑locking feature. My first questions is how do I know which one is the issue and my second question is how do I fix them?

When you see "publishing failed" that means that the Server logs should record an error or errors about what went wrong.  If you set the logs to Debug and then try again, take a look at the logs and see if anything jumps out.  You'll likely need to see the timestamp of errors under Warning or Severe and then navigate back to that time frame under Debug to get an idea of what went wrong.

Yes they do and  I have checked those error. The errors say there is a problem with a temporary storage location on my machine's hard drive. It basically gives the location of a folder that does not exist on my hard drive but should. Any idea how I can fix this issue?
