We are trying to get this WMTS to work in our enterprise environment: https://ows.asitvd.ch/wmts?
We get an error when we add it as a layer in portal for arcgis (it cannot add the service as it does not seem to recognize the URL) . It works fine in open AGOL, ArcMap and ArcGIS Pro.
We tried the following:
- Updating the proxy hosts Security>Config>Update Security Configuration
- Trying to add the WMTS as a basemap in portal
- As we are in a very strict IT infrastructure we gave our IT department the URLs we need to access for mapping: everything is ok on their side
- we added https://ows.asitvd.ch from trusted servers in the portal but it didn't work either
- we queried the following url: https://webadaptor.domain/portal/sharing/checkURL.jsp?url=https://ows.asitvd.ch/wmts/1.0.0/WMTSCapab... We got the following results:

Did some of you got a similar issue? I still think that there is an issue with the allowProxyHost in the portal configuration but I am not sure how to solve it.

I checked my root and intermediate certificate are still valid.
When I try to copy a WMTS item we have stored in AGOL to Portal using AGO assistant it doesn't show up as an item that is allowed to be copied. I am logged into both AGOL and Portal. We are on ArcGIS Enterprise 10.8.1.
Adding the certificate chain in Portal and allowedProxyHosts to security config also didn't work for me.
Did you ever manage to resolve this, Jason? I find myself in the same place with the same problem you had.
@ChrisMacnamara & @JasonBartling1. I used to copy WMTS from AGOL with ArcGIS Online Assistant to my Portal 10.9.1. Somehow one of the WMTS was working fine for months and then stopped working with Map Viewer. It was loading in the classic map viewer. I talked to the Map Viewer team at the UC this year. The person that I spoke with said that it didn't work when you try to add WMTS URL via Map --> Add Web Service in the Map Viewer. The only way that it worked was via Content --> New Item --> URL --> enter your WMTS URL. This resolved my issue of adding WMTS to my portal.
Also, on the Portal --> Setting --> Security --> Trusted Server section --> enter the WMTS url to see if that helps. I couldn't load one of the basemaps that I cached to my production environment 10.9.1 in my development environment 11.3 with the Map Viewer but loaded in the Classic. Once, I added my production URL under the trusted server stion and allowed portal access, I was able to get the basemap displayed in Map Viewer.
