What is the best tool to mark up a GIS map, be able to save those edits to review at a later time and not necessarily create a feature for each of markups?

You may want to take a look at Explorer for ArcGIS, it has the mark up functionality you're looking for.

Thanks.  Use this on our mobile devices and forget its a little different with the Windows version.  Not entirely sure on what my colleague is after, though pitching him this option along with potentially creating maps within our portal.  Running into an error when trying to create a feature through that means at the moment.
