I am doing an in-place ArcGIS Upgrade from 10.8.1 to 10.9.1
After successfully running the portal upgrade installation, clicking "Finish" button to close the Installation Wizard. As I am expecting the browser takes me to "Import License Files" page, just found out that the Portal for ArcGIS Service has stopped.
When trying to start the portal service manually, it throws the error message saying "The Portal for ArcGIS service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs.".
We have already removed the defective patch using the ESRI provided tool and then installed the below list for patches:
- Portal for ArcGIS 10.8.1 Validation and Repair
- Portal for ArcGIS 10.8.1 Enterprise Sites Security Patch B
- Portal for ArcGIS 10.8.1 Security 2024 Update 1 Patch
- Portal for ArcGIS 10.8.1 Application Display Patch
The upgrade was quick from 10.8.1 to 10.9.1 but then the post upgrade screen never shown and the service also not able to start.

We upgraded the Portal along with ESRI Support help.
Its like uninstall and install fresh portal.
I would double check that your Portal service account didn't change. I would also check your Portal folders and make sure your service account has full control permissions.

Thanks for your response, yes we did checked and the permission is full for folders and before and after upgrade the service account is also not changed in ArcGIS service.
Let me know if we need to look into some other settings please..
I would also check the Web.xml and Server.xml and make sure they are not messed up: C:\Program Files\ArcGIS\Portal\framework\runtime\tomcat\conf\

In my case the installation was saying successful and then when I checked the ArcGIS Runtime folder in Program files is not copied properly ( JRE was almost empty, postgre & tomcat was missing).
Tried to switch to local account from domain, changed the carbon black settings to bypass mode during the installation, removed expired SSL but still no luck.
That is the worst!! Sounds like a roll back and try again.
