I successfully Installed ArcGIS 10.3.1
It created site admin account successfully and when I try to create a map It gave me below error :

Someone can explain why is this and any solution please.

I still has this error. No one to help here.. ESRI Customer service is not responding also on this request. Does it hit the jack pot of error in ArcGIS portal 10.3.1 ? Is this the reason they are releasing Portal for ArcGIS 10.4 ?
10.4 is a scheduled release. While installing it may help, the issue you're encountering isn't something that 10.4 is specifically designed to address. I've never personally encountered issues like those you describe.
Questions:
Was this an upgrade from a previous version of Portal for ArcGIS?
Can you configure logs to run in debug or verbose mode and provide a snippet of any errors you see?
Can you go into Portaladmin>index and successfully reindex the portal?
If you can't reindex, that may speak to the issue and we should be able to provide other suggestions.

I have upgraded Portal 10.3 to portal 10.3.1 as ESRI instructed. Everything went smoothly but I cant create maps now. I did re-indexing the database as ESRI instructed then I could access my old maps... But can't create new ones...

Done this process as described above " One of the biggest issue after this process I can't access User Groups and Portal Home page Map thumbnails gallery has disappeared.

We have abandon ArcGIS for Portal 10.3.1 project so far as no help from ESRI- Customer service.
If you have ArcGIS portal 10.3 then don't Upgrade to ArcGIS portal 10.3.1. It will be nightmare to fix errors
Best way is delete completely and re-install. You will loose all your data but it is better than millions of bugs.
After few indexing I can create Map but with an error. Please see screen shot. I still couldn't enable Map Thumbnails as it keep debugging. Really disappointing with this product from ESRI
Given this error, I'd try to re-create the index rather than just re-running the index operation.
Please try the following steps:
1. Stop the portal service
2. Rename your index folder (ex: C:\arcgisportal\index)
3. Unzip empty_index.zip at ArcGIS\Portal\framework\template folder to your index folder
4. Start the portal service, and then rebuild full indexes with portal admin API

need to do what you've written above. But after that I cannot login. Here's what I did.
1. Stop the portal service
2. Rename my index folder to index_old
3. Created a new \index
4. Unzip empty_index.zip at ArcGIS\Portal\framework\template folder to my new index folder which now contains three subfolder ago-users, ago-groups, ago-items (different folder structure than the "old" folder.
5. Start the portal service, and then rebuild full indexes with portal admin API
6. Portal starts again but cannot login. Probably because user is not found in index-DB.
Please, what can I do?
The status of the index shouldn't prevent you from logging into the Portal. What to the logs offer? default c:\arcgisportal\logs
I found out the steps described above are for ArcGIS Enterprise up to 10.3.1 or something, or at least until elastic search has been implemented. Maybe that's why the content of the "original" index folder is different than the empty_index folder.
My Portal shows various messages mentioning the index:
Failed to update user 'xxx_portal'. Error: The index service seems to be unavaliable. Please check the index service.
Unable to assign a license for 'admin'. Error: The index service seems to be unavaliable. Please check the index service. Application : Insights for ArcGIS.
Failed to delete user 'xxx_portal'. Error: The index service seems to be unavaliable. Please check the index service.
Any idea?

edit: I'm using the old index folder to log-in to portal and trying to delete user or assign licence etc.
