Azure subscriptions (Government Cloud) do not show up in the ArcGIS Enterprise Cloud Builder 10.6.1 for Microsoft Azure. No problem with commercial Cloud.

The cause was insufficient privilege to the Azure account, nothing to do with the ArcGIS products.
