Remove Portal for ArcGIS Database from Portal installation and create as a new datastore type

Portal for ArcGIS is a big installation, it takes a long time, and whenever a restart is needed, it takes a while to come back up again (and hope no problem occur).

It would be ideal to split out the DB from the web application...

1) The DB would rarely need to be restarted

2) The DB could be a new ArcGIS Datastore Type

3) Faster Portal Restart times

4) Quicker to apply patches

Great idea!  We have experienced delays due to the complexity of upgrading the Portal versions and this would be a great asset and resolve those issues as well.
