The relatively new group function "who can see the list of members on the members tabs" is unfortunatley too restrictive. Here is a blog post describing the functionality: https://www.esri.com/arcgis-blog/products/arcgis-enterprise/announcements/whats-new-in-arcgis-enterp...

While the help pages are missing this crucial information: https://enterprise.arcgis.com/en/portal/latest/administer/windows/create-groups.htm#ESRI_STEP_B7940C...

There is also not enough information for the user, when one creates a group.

The main problem is, that this setting cannot be reversed. So when an organization faces some changes in group and group content responsibilities, only a user with the standard role Administrator can become group owner. This is also super restrictive for organizations that use custom roles and have custom roles for users with more administrative rights but still not enough to be considered an Administrator.

So the workaround is to create a new group, add users, reshare the content and share the group URL with its members again.
