Overwriting a feature service should display the added feature layers in a web map

When adding a  layer to a feature service and overwriting the service using ArcGIS Pro, the added layer is not displayed on the web map after republishing the feature service and pop-up configurations of the feature service should retained in the web map.

This feature is one of the most popular and long-awaited in ArcGIS Enterprise.

There is a solution or workaround available, but it is a very time-consuming solution.

A map's settings are more or less independent of the services displayed in the map. I may have a specific layer added to my map, and deliberately not want any of the other layers of a service. If newly-added layers suddenly show up on every map that references one of the other layers, that could be pretty time consuming to fix, too.

@jcarlson though the asked behavior for feature services already exists for mapservices. if I update my mapservice the new layer shows in my map.
