Information banner in field maps

The information banner (informing users about planned or unplanned downtime, other events, etc.) should also be available in mobile apps (Field Maps primarily), as many users solely use maps in the apps and not in a browers. They are therefore not getting those notifications.

I would like to add suggesting that the banner be persistent across the ArcGIS Enterprise ecosystem.  Mobile Applications and Web Apps... like Survey123, Field Maps, and Experience Builder...   And for what it is worth, it is a setting tucked away under security.  My organization's IT group doesnt want to provide the appropriate access to for me to manage information banners because it is bundled under the security heading.  So it goes unused because it is tied to 'security'.  The permissions required to use it goes against what Bern is trying to suggest we do in this linked ArcGIS Blog post:

I know I've already upvoted this one, but I am reminded once again, how much of a PITA it is when our server goes down. I'm getting an email or phone call every 5 minutes while IT is working on the problem, even though I posted the information banner and updated the splash screen on the app most often used. I don't have time to go into every app I've deployed and updated them. 

If esri is going to recommend user-focused apps, there has got to be a better way to deploy the information banner.
