With ArcGis Enterprise 11.1, we can see thumbnails of attached files in the pop-ups, when the data is stored in feature map services. Feature map services are slower than map services, so it's not best practice to use them when you don't really need them.
That's why it would be very usefull to also see thoses thumbnails when data is stored in Arcgis Enterprise as a map service.
