Customizable / configurable error and warning messages for Portal

Enterprise portal users get unhelpful messages, potentially having them think they have done something wrong or the system is broken.

What these should say is something like:

"Your group settings prevent you from access this map/dashboard.  Please contact your GIS administrator (email here) for assistance in managing your groups"

Is there an opportunity for some settings in the portal administration to replace or supplement default error / warning messages to make the system more friendly / less scary for new users to use.
