At present, the Information Banner, that you can set within your Organisation's settings area of Enterprise, only displays the message on the Portal home page/contents pages etc and Web Maps. It would be really useful if the Information Banner could also be displayed on the apps that these Web Maps feed, such as Experience Builder.
For our organisation, which has hundreds of users that just use web apps to view/edit the data they need, they would not naturally navigate to the main Portal pages or the web map, only a URL shortcut straight to their app. This means that organisation-wide messages will never reach their intended audience via the Information Banner.
