Currently, ArcGIS Enterprise Portal (10.6.1) allows configuring Organization Categories: Organization > Settings > Items > Organization Categories.
Please add a similar administrative option to configure a hierarchical tags list (or simple alphabetical list of tags) – Organization Tags.
This Portal Admin generated pick list would then be accessible to signed in users in both ArcGIS Pro and Portals (AGO, Enterprise) for staff to assign and/or update tags while publishing services or managing Item Description page of content – just as is possible with Categories. Also, add functionality to ArcGIS Online.
