ArcGIS Enterprise SDK CDF CLI

Hello I'm trying get some more info on custom data feeds and the CDF CLI tool demoed in the link below.  Is this available in the 11.0 release of the Enterprise SDK?  I see the server custom data feed capabilities, but don't see a cli tool available anywere after downloading the Enterprise sdk.  Thanks for any info!

ArcGIS Enterprise 11 is released July 22 2022 . Dev Summit 2023 is in march 2023  so custom data feed are from 11.1

The command line tool is in the 11.1 SDK download, but no samples or documentation for it.
