I created a KML in ArcGIS Earth then shared it to a folder on our AGOL Account. When I add it to my project in ArcPro, I'm not able to convert it to a Layer using the KML to Layer tool. Also there's no option to Download it, like other kmls, in AGOL.
I'm I missing some thing?

I have run some tests on my end and here are my findings:
Any KML/KMZ I upload to portal is unable to be dowloaded regardless if it is authored in Google Earth, ArcGIS Pro, or ArcGIS Earth. However, they are able to be viewed as you mentioned. I even shared the file public and logged in with another user, same result.
I replicated your issue with trying to run the KML to layer tool from the online content. This behavior was consistent with many different sharing options I tried. If the KML/KMZ file is local the tool runs as it should.
