Hello @EmrahAydemir ,
Welcome to ArcGIS Earth! We are glad to help at any time!
Your workflow is mainly about uploading and collaborating across the ArcGIS platform. For now, Earth supports uploading local KML to Your personal content in ArcGIS Online. You can have more details via our document: Share your work—ArcGIS Earth | Documentation. Besides, if you have added some external data in the format of Map service, Image service, Feature service, Scene service, or Web scene, you are recommended to scan the QR code to access the data on the Mobile side. Get more details via Collaborate with ArcGIS Earth for mobile—ArcGIS Earth | Documentation
Lastly, if you want to sync up the layers from the desktop to mobile, you need to add the data to your ArcGIS Online account. Please take a look at the document from ArcGIS Online: What can you add to ArcGIS Online?—ArcGIS Online Help | Documentation. The commonly used GIS data formats are mostly covered. Once you managed to add these data, you will see them when you opened the add data panel like the screenshot below. Remember to sign in to your Esri account first.
