Thank you for contacting us. Your video is so informative to help us capture the issue. If the data in TOC is not confidential, could you please share your workspace with us via ArcGISEarth_Feedback@esri.com ? You can export the workspace in the settings like the screenshot posted below.
I can see there are still "loading/waiting ..." when the video ends, it seems the data in the workspace are still loading, and most of the functionalities are only available when the loading workspace is completed. What about waiting a while more? If a while later, no item is loading, and the tools are still disabled, would you mind share your workspace if it is not credential?
