Error after install on new computers

Above is the error we get when trying to launch ArcMap or ArcCatalog version 10.6.1.  The hardware on the computer is an Asus Tuf X299 Mark2 motherboard, NVidia 2080 TI, 32 Gigs of ram.  We have loaded with an image created by our IT with version 1803 and 1809 windows 10 OS.  No mater what image is used, ArcGIS fails to launch and produces the error above. A standalone windows 10 Student edition 1809 works fine.

I have checked drivers, windows update, .net, device manager etc.  We have attempted multiple times for almost a week.  ESRI support is also involved.  We have ran a tool to verify all equipment is compatible with the software and it came back with everything verified.
