I've been trying to use spatial analyst tools in ArcMap. I've got a current license for Spatial Analyst and I can confirm this in the ArcGIS Administrator. Ver. 10.1-10.7 is installed and authorized until 12/3/2020. However, when I try to open one of the tools, I get the message, "Unable to execute the selected tool. You do not have the necessary license to execute the selected tool. ERROR 010096.".
Can someone explain how ArcGIS Administrator thinks I have a license for Spatial Analyst and ArcMap says I don't?
Did you enable the Extension? Go to Customize - Extensions and tick the Spatial Analyst box.

Yes, Spatial Analyst extension is enabled.
Is this a default tool or one of your own?
Perhaps resetting the normal.mxt might solve it.
It happens for any of the tools in Spatial Analyst or 3D Analyst. I could try that reset, although I don't have much hope in that.
