ArcGIS License Manager 10.7.0 Displays Incorrect License Count

After upgrading from ArcGIS License Manager 10.6.1 (v11.14.1 ) to 10.7.0 (v11.16.2 ) we have observed that the ArcGIS Administrator displays wrong license counts and that many of our licenses are unavailable.

For example, we have 25 ArcInfo licenses but after the upgrade only 5 are shown as available. When we click on the View License Usage tab we have two authorization numbers shown (which is expected). The Bug that may be present in v11.16.2 is that only the last Authorization in the list is being made 'Available' for checkout (i.e., appears to be ignoring the authorization in the list with 20 licenses.

Has anyone else seen this?

Esri is aware of this issue.  As you've observed, it seems to be an issue with the latest fnp toolkit.  Our team is currently working with Flexera to address the issue.  We have a bug logged in our SalesForce tracking system.  If you like, please contact our Technical Support and asked to be added to the list of customer experiencing this bug, BUG-000123662.  In doing so, you can monitor the progress of the bug.  

As for the bug itself, it affects both ArcGIS Desktop and ArcGIS Pro Concurrent licenses.  Even though the Availability displayed less than the actual licenses available, all licenses are still available for use.  In your case, your users should be able to check out more than 5 Pro Advanced licenses, up to 25.  This is only a display issue and should not affect the users.  

If this is urgent in your environment and cannot wait for the fix, again contact Technical Support and ask to have all your licenses combined to a single entitlement.  This will only work if your licenses have the same expiration date such as yours.

In the above example we have 25 Professional/ArcInfo licenses.  Our end users are unable to checkout more than 5 licenses; when the sixth user attempts to obtain a license the receive the standard 'license unavailable' message. 

*The majority of our users are at ArcGIS Desktop 10.6.1. We are attempting to update to ArcGIS License Manager 2019.0 to could evaluate ArcGIS Pro 2.4.

P.S., Do you think the 'Repairs' count for our authorizations (shown in the above image) could be causing a problem?

Richard,

Sorry, I saw that you had Pro licenses and assume the issue was with the Pro licenses.  You have ArcGIS Pro and Desktop licenses with the same issue.  You should be able to check out up to 25 licenses of each assuming all licenses are good.  If you are unable to checkout more than 5 ArcGIS Desktop licenses, there could be an issue with the entitlement with the 20 licenses.  You can easily test by deauthorizing the entitlement ending with 4292.  It should display the 20 licenses afterward since that is the lone ArcGIS Advanced licenses.  If it does not, please contact Technical Support to have an analyst troubleshoot the issue.  Also the analyst can help you combine licenses to a single entitlement for both ArcGIS Desktop and ArcGIS Pro.  

As for your question concerning the Repair column, it does not mean your license is broken and needed repair.  At the moment, I am not sure what that means.  If your license was corrupt and need a repair, it would display that message as soon as you open the license manager.

The first screen shot you have displayed ArcGIS Pro Basic for ArcGIS Pro and Desktop Basic for ArcGIS Desktop.  Here you have 13 Basic ArcGIS Desktop license.  In the ArcGIS Administrator, go back to the Desktop folder and make sure the license manager is pointing to HQD0630009.  It's likely pointing to another license manager which would explain all the other extension licenses.  If it's pointing to the correct license manager, it should display 13 Desktop Basic, 13 3D Analyst and 13 Spatial Analyst extension licenses.  

As for the ArcGIS Pro Basic license, I can't tell from the screenshot above if it's consumed by ArcGIS Pro somewhere or if the license is not available for other reasons.  You can go to Availability folder>View License Usage>Check Out tab.  Select Desktop Basic Pro to view the system consuming the license.  Another option is to check the debug log file.  It should provide information about the Pro license. If it's up and running, it should also log who is using the license.

Is the recommended action to contact Esri support, collapse all licenses into 1 entitlement, re-authorize to License Manager? I am experiencing this same exact issue on 2019 License Manager.

Yes, please use that as a workaround until we have a permanent fix.
